Cardston County council meeting minutes

The following are selected briefs from the Oct. 24 regular meeting of Cardston County council.
Requests for Decision:
The first request for decision put in front of council was a review and discussion on hiring policies in neighboring municipalities. Council reviewed this article, and no motion was made. Next up came the review of policies, namely HR-P020, their hiring policy and HR-P021, their code of conduct policy.
These policies didn’t surface for any immediate reason, but were reviewed as part of the rotating policy review schedule. The hiring policy was approved as presented and no changes were made, however the code of conduct policy saw a change in the ‘unacceptable behavior’ section where they strengthened the County’s position on morale — the motion was carried.
Land Use Bylaw Amendments:
A couple bylaw amendments passed through County councils hands, with the first being the second and third readings for Proposed Bylaw 808.2022 relating to GCR (Grouped County Residential) Zoning. The purpose of the amendment was to restrict future subdivisions in the GCR category. Both the second and third readings were passed.
The next to pass across the desk was proposed Bylaw 809.2022 in Division One. The first reading was deliberated and a date for a public hearing was set in accordance to the Municipal Government Act. The purpose would be to rezone a five acre parcel of land that according to the minutes is currently zoned as Single Lot County Residential; the lot was subdivided in 2010. The property is slated to be rezoned to Rural Recreation to build a cabin and equine resort. The first reading was passed, and the public hearing is scheduled for Nov. 28 at 10:00 A.M..
Closed Session:
A few items were discussed in Closed Session. The first related to the Dustin Thompson Payne Lake resort, the second to a wood development where council discussed a stop order that was issued as there was no proper permits submitted prior to development, and an unsightly premise that was discussed for future cleanup.
