Town of Raymond council meeting briefs from Sept. 2

The following are selected briefs from the Town of Raymond Council meeting on September 2.

Public Hearing – Bylaw No. 1148-25: Stampede Industrial Park Area Structure Plan

Councillor Tollestrup made the motion to open the Public Hearing for Bylaw No. 1148-25 – Stampede Industrial Park Area Plan and the motion was carried. Town of Raymond Planning and Development Director Tyler Nelson then explained that the Area Structure plan was for the Stampede Industrial Area, as the Town is looking to develop a bunch of lots adjacent to the new rodeo grounds along Highway 845. Nelson stated that the public hearing for the matter was postponed twice due to needing comments from Alberta Transportation, but Alberta Transportation did provide a response and have no concerns about the bylaw, nor do any of the essential agencies, including ORRSC, nor do any members of the public have concerns about the bylaw. With that established, Councillor Jensen made a motion to close the Public Hearing and the motion was carried. 

Bylaw No. 1148-25: Stampede Industrial Park ASP – Second Reading and Third Reading

Councillor Coppieters made a motion to approve second reading of Bylaw No. 1148-25 – Stampede Industrial Park ASB and the motion was carried. A motion was then made to approve third reading of Bylaw No. 1148-25 – Stampede Industrial Park ASB and the motion was carried.

Bylaw No. 1139-24: LUB 987-11 Portion of 3 St E Block 181A Plan 8411100 to I-1 – Second Reading and Third Reading

Town of Raymond Planning and Development Director Tyler Nelson presented Bylaw No. 1139-24: LUB 987-11 Portion of 3 St E Block 181A Plan 8411100 to I-1 to Council for second and third reading, stating that the portion of land in question was a portion of the Third Street East block near Gary’s Auto Salvage Yard that is up for closure. Nelson explained that all of the necessary approvals were received from Alberta Transportation, and no other agencies were against the bylaw. A motion was then made to approve second reading of Bylaw No. 1139-24: LUB 987-11 Portion of 3 St E Block 181A Plan 8411100 to I-1 and the motion was carried. Councillor Jensen then made a motion to approve third reading of Bylaw No. 1139-24: LUB 987-11 Portion of 3 St E Block 181A Plan 8411100 to I-1 and the motion was carried.

Bylaw No. 1150-25: Dangerous Goods Transportation Bylaw – First and Second Reading

Town of Raymond Planning and Development Director Tyler Nelson presented Bylaw No. 1150-25 to Council, stating that it is intended to regulate the transportation of dangerous goods in and through the Town of Raymond. Nelson explained that the provincial requirements state that every five years, the province must re-approve the dangerous goods bylaws that communities have, and Raymond simply has not had that particular bylaw. That said, Nelson explained to Council, one was created that bears similarities to the one the province uses for other municipalities, and that the Dangerous Goods routes for the Town of Raymond will officially be Highway 845 and Highway 52. The bylaw, Nelson explained, includes eventual locations for placard signs and the schedule of fines to be issued in the event that the bylaw is violated. Nelson also stated that once first reading is approved, the bylaw will go to Alberta Transportation for review. A motion was subsequently made that Bylaw No.1150-25: Dangerous Goods Transportation Bylaw receive first reading and the motion was carried. A motion was then made that Bylaw No.1150-25: Dangerous Goods Transportation Bylaw receive second reading and the motion was carried.

Bylaw No. 990-12: Transportation Bylaw (Amendment) – All Readings

Town of Raymond Planning and Development Director Tyler Nelson presented Bylaw No. 990-12 Transportation Bylaw (Amendment) to Council, stating that the bylaw was amended to remove dangerous goods from the wording so it does not have to go through the provincial application that the Dangerous Goods Routes bylaw does. Nelson also explained that the bylaw was updated through consultations between the Town’s Director of Emergency Management and the province and this is something they engage in yearly to ensure that the bylaw is up to date. 

A motion was made to give Bylaw No, 990-12: Transportation Bylaw (Amendment) first reading and the motion was carried. Councilor Evans then made a motion to give Bylaw No, 990-12: Transportation Bylaw (Amendment) second reading and the motion was carried. Councillor Coppieters then made a motion to give Bylaw No, 990-12: Transportation Bylaw (Amendment) third reading and the motion was carried.

Bylaw No. 1081-19: Emergency Management Bylaw (Amendment) – All Readings

Town of Raymond Planning and Development Director Tyler Nelson presented Bylaw No. 1081-19: Emergency Management Bylaw (Amendment) to Council. A motion was subsequently made to give Bylaw No. 1081-19: Emergency Management Bylaw (Amendment) first reading and the motion was carried. A motion was then made to give Bylaw No. 1081-19: Emergency Management Bylaw (Amendment) second reading and the motion was carried. Councillor Jensen then made a motion to proceed to third reading on Bylaw No. 1081-19: Emergency Management Bylaw (Amendment) and the motion was carried. Finally, Councillor Sieben made a motion to approve third reading for Bylaw No. 1081-19: Emergency Management Bylaw (Amendment) and the motion was carried.

Bylaw No. 1144-25 Animal Regulations (Amendment) – First and Second Reading

Town of Raymond Planning and Development Director Tyler Nelson presented Bylaw No. 1144-25: Animal Regulations (Amendment) to Council and explained that a few amendments have been implemented since the bylaw was passed a few months ago, including the addition of information about types and amounts of livestock that residents in Zone 2 can keep on their properties while information regarding barking dogs was removed from the bylaw, as it makes more sense to have that information within the Noise Bylaw.

A motion was subsequently made to approve first reading of Bylaw No. 1144-25: Animal Regulations (Amendment) and the motion was carried. A motion was then made to approve second reading of Bylaw No. 1144-25: Animal Regulations (Amendment) and the motion was carried. Before third reading could happen, however, Council discussed that they had received an email requesting that third reading of Bylaw No. 1144-25 be delayed in favor of letting the issue proceed to public engagement and Council agreed to that request.
