Raymond special council meeting briefs from May 20

The following are selected briefs from a Special Council meeting that the Town of Raymond Council held on May 20.

Bylaw No. 1152-25: 2025 Tax Rate Bylaw – Second and Third Reading

Administration presented Bylaw No. 1152-25: 2025 Tax Rate Bylaw for second reading, stating that the bylaw is based on the operating budget for 2025, the three-year spending plan, and also has a bit of a connection to the five-year capital spending plan as well. Council also discussed how the school fees and the assessments have gone up, but the mill rate has been dropped. In addition to that, Council spoke about how high the school tax is, but that is the province’s requirement. Ultimately, Councillor Coppieters made a motion that Council approve second reading of Bylaw No. 1152-25: 2025 Tax Rate Bylaw and the motion was carried. Councillor Sieben made a motion that Council approve third reading of Bylaw No. 1152-25: 2025 Tax Rate Bylaw and the motion was carried.

2025-2027 Operating Budget

Administration presented the 2025-2027 Operating Budget to Council, stating that it needed to be passed after a thorough review, stating that it will take no debt to operate things this year even though there are currently pretty extensive capital projects on the go. Councillor Kindt ultimately made the motion to approve the 2025-2027 Operating Budget, and the motion was carried.

Bylaw No. 1151-25: Rezone Portion of Lot 7 Block A Plan 2312289 – First Reading

Administration presented Council with a request to approve first reading on Bylaw No. 1151-25: Rezone Portion of Lot 7 Block A Plan 2312289, stating there is a desire to rezone the west portion of Lot 7, Block A, Plan 2312289, which totals about 0.432 ha or 1.07 acres from “Parks and Open Space – POS-1” to “General Residential – R-1.” That zoning change, Administration stated, would allow for a future subdivision and residential lots to be placed on the area if Council desired that. Administration stated that they were only looking for first reading at this point and the motion would include approval for a public hearing to be held on June 17, 2025. A motion was made that Council approve first reading on Bylaw No. 1151-25: Rezone Portion of Lot 7 Block A Plan 2312289 and also designate June 17 as the date for the public hearing. The motion was carried.

Bylaw No. 1154-25: MDP Amendment – First Reading

Administration presented Council with a request to approve first reading on Bylaw No. 1154-25: MDP Amendment, explaining that the bylaw’s purpose is to amend Bylaw No. 958-09, the municipality’s Municipal Development Plan, a document that the municipality uses to outlay future development. Administration explained that there is a desire to amend the future land use and

growth directions of the west Portion of Lot 7, Block A, Plan 2312289, which totals about 0.432 ha or 1.07 acres, stating that the amended plan would allow for opportunities for future residential use at the location. Administration stated that they were only looking for first reading at this point and the motion would include approval for a public hearing to be held on June 17. A motion was made to approve first reading on Bylaw No. 1154-25: MDP Amendment, and include approval for a public hearing to be held on June 17, 2025. The motion was carried.
