Town of Raymond council meeting briefs from June 3

The following are selected briefs from the June 3 Town of Raymond council meeting.

July Council Meetings

Council discussed rescheduling or cancelling a council meeting originally scheduled for July 1 for a different date due to the stat holiday. Ultimately, council decided to cancel the meeting originally scheduled for July 1, and a motion was made to the effect and carried.

Bylaw No.1148-25: Stampede Industrial Park ASP – First Reading

Administration brought Bylaw No. 1148-25 before council for first reading, desiring that the Stampede Industrial Park Area Structure Plan be adopted for the purpose of providing a framework for the subsequent subdivision and development of an area of land known as Lot 12, Block 1, Plan 1710885, otherwise known as the industrial park/rodeo area. Council briefly discussed parts of the plan, including that the entire 15.12 hectares parcel is currently zoned as urban reserve, but the parcel is being split into three parts, with the industrial lots on the west side will be rezoned to industrial, matching the industrial lots across Highway 845 to the west, while the rodeo grounds and parking area will be rezoned to public and institutional, and the portion south of 500 N will remain as it is. 

The intent, according to the area structure plan, is to develop half the property into an industrial park and half into the rodeo grounds, with the goal of the proposed subdivision being to provide 19 industrial lots and one lot for the rodeo grounds, and plot sizes will range from 0.21 hectares to 0.45 hectares for the industrial area for a total of 6.69 hectares and 4.91 hectares for the rodeo grounds, and the remainder of the lot will be used for future development. The developer, the ASP states, will install a privacy fence that will extend along the entire west side and the east side of the development to limit vision into rear of the lots, and the developer will take measures to ensure the buildings will be visually appealing and consistent. In terms of utilities, the ASP states, underground services for each industrial lot will include electricity, natural gas, telecommunications, sanitary sewer, and potable water. The project will also have no phases to it and will be one job. Administration also emphasized that the motion that they are looking for includes a motion to have a public hearing on July 15, 2025. A motion was ultimately made to give Bylaw No.1148-25: Stampede Industrial Park ASP first reading plus the public hearing on July 15 and the motion was carried.

Bylaw No. 1153-25: Amendment to Aspen Pointe DC – First Reading

Administration brought Bylaw No. 1153-25: Amendment to Aspen Pointe DC before council for first reading, requesting that council amend the secondary front and minimum side setback requirements for Lot Unit #12, which is registered as Lot 19, Block 70, Plan 231223. Following a discussion for clarifications, a motion was made that council give first reading to the bylaw and  also set a public hearing date of July 15, 2025 and the motion was carried.

Fees & Charges Bylaw (Amendment)

Administration brought an amendment request for the Fees and Charges Bylaw before council, requesting that council include an addition into the already present fees and charges bylaws that will allow for people to rent a meter to be able to access fire hydrants for business purposes or personal use. Council established that said access would include a $3,500 upfront charge that they would have to pay for liability,  and a rental fee for the use for a month, which would be $175, as well as a hour or a per cubic meter rate of $5 for their usage and if they don’t use up to $3,500 worth of water, they’d be able to get that return to them, and they would also need the permit form that would allow for them to be able to access this service. Ultimately, a motion was made that first reading be given on the bylaw, and the motion was carried. Councillor Tollestrup then made a motion that second reading be given on the same bylaw, and the motion was carried. Councillor Coppieters then made a motion that Council proceed to motion to proceed to third reading of the bylaw and the motion was carried. Finally, Councillor Evans made a motion that Council approve third reading, and the motion was carried.
