Town of Raymond Council meeting briefs from Feb. 9

On February 9, 2026, Town of Raymond Town Council gathered for a Council meeting and discussed several topics, including:

Bylaw No. 1162-26: Rezone Annexed Lands UF to UR – First Reading

Administration presented Bylaw No. 1162-26: Rezone Annexed Lands UF to UR to Council with the intent of getting first reading held. Administration explained that the lands in question are immediately east of the hospital and were annexed into the town in the summer of 2025 officially and the Town would like to put them into urban reserve. The purpose of that, Administration explained, would be to have a zoning on the lands that would allow for future modifications. A motion for first reading was made and carried and then it was suggested that April 13 serve as the date for the public hearing for Bylaw No. 1162-26: Rezone Annexed Lands UF to UR and that motion was also carried.

Rescinding Policy No. GP-202-02 Grade
Compliance Incentive Program 

Administration brought Policy No. GP-202-02 Grade Compliance Incentive Program to Council in order to discuss rescinding it, stating that the policy involves the Town charging a grade compliance fee to the Applicant of the Development Permit to ensure final grading is compliant according to the submitted engineered drainage plan required new principal buildings/new homes. Administration stated they concluded that such a policy is not a good thing to have due to the numerous challenges, including legal challenges, that are involved and that such discussions regarding compliances should be between the homeowner and engineer. A motion was made that Policy No. GP-202-02 Grade Compliance Incentive Program should be rescinded and the motion was approved.
