Town of Raymond special council meeting briefs from July 15

On July 15, Raymond Town Council held a Special Council Meeting.

Public Hearing – Bylaw No. 1148-25: Stampede Industrial Park Area Structure Plan

Councillor Coppieters made the motion to open the Public Hearing for Bylaw No. 1148-25: Stampede Industrial Park Area Structure Plan, a plan which will enable Council to adopt an Area Structure Plan for the land described as the industrial park and rodeo grounds. The motion was carried. Town of Raymond Development Officer Tyler Nelson reported that there were no comments from the gallery, but Nelson did request that the remainder of Public Hearing be closed and delayed for three weeks to August 5, 2025 due to the fact that Administration was still awaiting the return of some referral agency comments. A motion was subsequently made to close the public hearing and carried.

Public Hearing – Bylaw No. 1153-25: Amendment to Aspen Pointe DC

Councillor Jensen made the motion to open the public hearing for Bylaw No. 1153-25: Amendment to Aspen Pointe DC and the motion was carried. Town of Raymond Development Officer Tyler Nelson stated that there is one lot on the far west side of that development, which is unit number 12, and the proposal involves changing the setback on the east side of the lot to 10 feet and the minimum on the west side to three feet to accommodate for the development that was put in the incorrect spot. To do that, however, Nelson explained, a change needs to be made to the bylaw.  It was also established that there is no variance capacity, which is why the direct control district has to be changed, as the developer through their design concepts specifically prescribed every setback for every individual lot, so if the applicant of the lot next to the lot in question desires to do something different, they would also have to amend the Direct Control district. It was also established that there were no issues or public concerns. A motion was then made to close the public hearing and carried.

Bylaw No. 1153-25:
Amendment to Aspen Pointe DC – Second and Third Reading

Councilor Kindt made a motion that Bylaw No. 1153-25: Amendment to Aspen Pointe DC receive second reading and the motion was carried. A motion was then made that Bylaw No. 1153-25: Amendment to Aspen Pointe DC receive third reading and the motion was carried.

Bylaw No. 1138-24: Road Closure – Second and Third Reading

Administration explained to Council that they are looking for second and third reading on Bylaw No. 1138-24, which centers on the closing a portion of 300 east that comes down into the dump, which is specifically the section currently being utilized by Gary’s Auto Salvage. Administration explained to Council that ministerial approval was just received along with comments that they wanted consolidation of all the neighboring properties, which there seems to be no issues about upon discussion with relevant parties. Ultimately, a motion was made that Bylaw No. 1138-24: Road Closure receive second reading and the motion was carried. Then, a motion was made that Bylaw No. 1138-24: Road Closure receive second reading and the motion was carried.

A motion was then made to adjourn the meeting and the motion was carried.
